What We Do

Formally known as the Salem Warming Network, the Emergency Services Program responds to natural disasters, climate emergencies, and humanitarian crises that affect those living without shelter in Marion and Polk County. This program is divided into an emergency shelter and street outreach component. 

Emergency Activation Shelters

During periods of extreme high or low temperatures, hazardous air quality, heavy rain and flooding, or other natural or climate emergencies, ARCHES works in partnership with Salem First Presbyterian Church and South Salem Friends Church to activate emergency overnight shelters. These shelters are low-barrier, gender-neutral, pet friendly, void of sobriety and background requirements, and accessible at all hours of the night. When activated, check-in begins at 7pm and check out is no later than 6:45am. 

Street Outreach

Our homeless street outreach team connects with individuals experiencing homelessness in Marion and Polk County by engaging them in encampments and along roadways. Outreach teams aid individuals in navigating shelter, housing, medical and mental health care, substance treatment and other resources. Teams collaborate regularly with other service providers, law enforcement, and medical professionals to meet the diverse needs of the individuals we serve.
